how to use pm -- need help

I would like to us pm, but I think i am still on post review. How do i get removed from there to be able to use the pm feature?

Many new posters are put on post review for a while until red flags seen when they register are known to be ok.
Some are put on PR for trying to advertise other sites, etc..

We'll look yours over and determine which one of the above was the reason you are on PR and make a decision...
